It falsely states that the magnitude depends on the magnitude of the random variables. It depends on the variance of the in-common source of variation. If X=A+B and Y=A+C, and A,B,C are independent, cov(X,Y)=var(A). In general it is the geometric mean of the in-common variances. In case of scaling, X=qA+B and Y=rA+B, then cov(X,Y) = qr var(A) = sqrt(q^2 var(A) r^2 var(A)). undo
