There is no way that that's accurate information. Bullets make basically the exact same amount of time to produce as they're produced by a machine that simply measures powder puts the head on crimps it together. Process is exactly the same for both rounds. In terms of velocity the 30-06 is almost 3x faster than the .30 carbine.
