Precision?

What exactly is meant by "started his observation cycle on the summer solstice, 330 BC"? Did he start observing that day, which eventually led him to derive the duration of his cycle (he would have been 40 then, and... 120???... when he finished his observations), or did he start applying his cycle in 330 BCE, for his own personal calendar—or for a state calendar, although we see here no trace of him talking to religious or government authorities to get his cycle accepted by them...
