In 2017, Šiauliai Mayor A. Visockas wrote letters to the Ministry of Economy and its subordinate Lithuanian Business Support Agency (LBSA) - that allocates EU funds - stating that the Termicom (now Aviatic MRO) project cannot be financed due to falsified application documents. In their application form, the company provided an address, needed for the activities requiring funding, for real estate at Šiauliai airport - a hangar that it had leased illegally together with the lease agreement which was already terminated. |

Although the LBSA confirmed that it was aware of the illegally obtained premises, the LBSA and the Ministry of Economy still provided 1.5 million euros in support to Termicom to purchase aircraft diagnostic and repair equipment. |

At the beginning of 2020, Šiauliai City Municipality signed a contract with UAB “Panevėžio keliai” for 9.5 million euros, although it did not have such funds in its budget to fulfil the contract, nor did it know where to source the capital from. |

Coincidentally, late last year, at the end of the Government's term, when allocating funds to Šiauliai City Municipality, the Ministry of Economy and Investment was led by Rimantas Sinkevičius, the father of former minister Mindaugas Sinkevičius, who provided support to Termicom. |

Šiauliai secured funding amounting to 4.72 million euros for its airport project. |

2.2 million euros of the amount allocated by the Government of S. Skvernelis, was given to Šiauliai Municipality on the penultimate day of last year. |

AviaticMRO is a subsidiary of a company registered in Estonia - Completec Group. According to the Estonian Companies Register, the Completec Group also owns GetJet Airlines and photovoltaic sensors and amplifiers, railway catenary materials and equipment supply company NRG-MC. Completec, which has been operating since 2011, acquired all three Lithuanian companies in 2016. In 2015–2016, Completec paid only taxes on employee salaries. In mid-2016, the employees also vanished. In Q1 of 2017, the company's turnover suddenly jumped to 992 thousand euros, and then just as abruptly dropped. |
