SKAR, or Soldiers of Kaos, Anarchy, and Ruin, is a fictional terrorist organization in the G.I. Joe universe, specifically in G.I. Joe Extreme, but also indirectly referenced in a number of, ironically enough, Transformers series such as the Devil's Due Publishing crossover G.I. Joe vs. Transformers and Transformers: Alternators.
A multi-facetd organization, the military wing of the group is the only wing ever truly addressed in the series, excepting a brief scene in one episode that reveals the organization is much larger than it appears. This wing of SKAR is initially led by the Duchess of Mklavia, but she was assassainated by her right-hand man Iron Klaw at some point in the past. Iron Klaw operated under the alias of Count von Rani of Kalistan, a fictional Eastern European nation, but in fact his past is even more shrouded as it is eventually revealed that he assassainated the original Count von Rani some time before he joined SKAR.
In the cartoon series, SKAR is portrayed as an Illuminati-like organization that seeks to destroy the Inter-Alliance (a stand-in for the United Nations) as it is a threat to their own efforts to control the world. Operating in a post-Cold War world, the general disorder of much of Europe and Asia has allowed SKAR to make significant gains in those areas. SKAR has been active in the world for a significant period of time, much longer than even the Cobra Organization, as efforts in their supersoldier program are shown as far back as the 1960s. SKAR has an active recruiting campaign in place around the world, seeking to bring those disaffected with the current world order into the fold. They also have extensive connections to a number of crime syndicates the world over, including the Tongs.
A new Joe Team is recruited by a mysterious man known as Clancey to stop SKAR in the pilot. It should also be noted that while the organization is supposed to be secret, many members of the American military and Inter-Alliance are well aware of its existence, although whether or not they know the organization exists beyond Iron Klaw's control is not addressed.
In both G.I. Joe vs. Transformers and Transformers: Alternators Iron Klaw (or Count von Rani in the latter case) are identified as major threats to world stability. In G.I. Joe vs. Transformers he is seen in a list of wanted terrorists, along with Cobra Commander and a handful of others. In Transformers: Alternators he aligns with the invading Decepticons in their efforts to seize control of Earth.
