There is a new feature called [http://www.youtube.com/live YouTube Live] introduced recently by YouTube, which is completely different from what is described in this Wiki page. It's a feature that enables selected users to broadcast live streams on YouTube (as opposed to permanent videos created and uploaded by users). It's getting popular, and I think this page should be massively updated to reflect this new feature.
