Series 1

Fleur Budgen

Fleur Budgen is the bed-ridden, overweight wife of Grantly Budgen. She appeared in the very first episode, in a non-speaking uncredited appearance at the wedding of teachers Tom Clarkson and Lorna Dickey.

She later returned in Series 3 (as a new actress), when appeared when her husband's gambling problem became evident as Grantly was trying to keep her upstairs as all the downstairs furniture had been sold to either fund Grantly Budgen's habit or pay the debts caused by it. Fleur eventually made it out of the house, much to the derision of some teenagers in a passing car who called her "Mrs Blobby" due to her stature.

In Series 4, she returned when Security officer Dave Miller told her that Grantly was seeing Steph Haydock, which led to her slapping Steph Haydock in the middle of her French lesson and throwing Grantly out of their home.

In Series 6 it was revealed that she is suffering from Alzheimer's and had been moved into a care home by Grantly Budgen and Steph Haydock .

Estelle Cooper

Estelle Cooper was the first PA secretary at Waterloo Road. She served under Jack Rimmer during the first series, but by the second series had left the school to be replaced by Davina Shackleton.

Clarence Charles

Clarence Charles is the father of pupil, Donte Charles. He made regular appearances during the first series, the first coming when he attacked deputy head teacher Andrew Treneman in front of a class during an argument over his son's mobile phone. Clarence was arrested and charged with assault, but the charges were dropped when he agreed to apologise in front of the school for his behaviour and because of this he avoided the inevitable long prison sentence that his offence (and previous convictions for violence) would have attracted.

Clarence worked as a limousine driver, and in the first episode Donte took his father's limousine and crashed it, killing pupil Adam Deardon and seriously injuring Holly Tattersall. Donte spent 3 months on remand before accepting responsibility for the crash and receiving an 18-month suspended sentence.

Clarence was not seen during the second series but was on mentioned from time to time.

He appeared in the first episode of series 3, when Donte married longtime girlfriend, Chlo.

In the Series 4 opener, Donte mentioned Clarence had lent him some money to help Chlo start up her mobile hairdressing business. He was seen again in the second episode when he appeared at Melissa Ryan's adult education class and later attended Rose Kelly's house party where he got drunk, much to the embarrassment of Donte.

Adam Deardon

Adam Deardon was the best friend of Donte Charles. He only appeared briefly in the first episode of series 1. Adam and Donte arranged a night out in Donte's dad's limo with Chlo and her friend Holly. While Donte was driving, Chlo (who had been drinking) climbed onto his lap and blocked his view of the road. The car ran straight into the path of an oncoming lorry. It was revealed in the next episode that Adam had been killed in the accident. Donte later received an 18-month suspended sentence for the crime.

Hadleigh Flynn

Hadleigh Flynn was a troublesome pupil who appeared in episode 2 threatening Donte Charles with a knife for the death of Adam Deardon. He was later caught out by Kim Campbell and excluded by Jack Rimmer.

Jimmy Grainger

Jimmy Grainger is the father of Mika and Chlo Grainger, and the ex-boyfriend of Izzie Redpath. Jimmy was at constant loggerheads with Izzie or having regular access with his daughters - particularly after she was angry with him for leaving the house early while Izzie was at a wedding reception and Chlo left the house to go in a limousine driven by her boyfriend Donte, who later crashed it.

Never playing by the book, Jimmy took matters into his own hands on several occasions when he glued shut the door locks on her car and took the girls out without Izzie's consent. But his most memorable conquest involved a protest he staged on the school roof dressed as a rabbit. The protest "Dads 4 Justice" echoed that of the real life fathers' rights organisation, "Fathers 4 Justice". But his efforts failed when it was revealed by Izzie he had not paid child support for Mika or Chlo since their break-up. It was revealed during series one that Izzie and Jimmy never actually married when Chlo asked why they never got married. Izzie's response was "never really fancied it".

It was revealed in the third series opener that Jimmy had given Chlo permission to marry Donte Charles. He was played by David Crellin.

Yasmin Deardon

Yasmin 'Yaz' Deardon was the twin sister of killed pupil, Adam. Yasmin was left devastated when Adam died. Convinced that Donte knew more about the accident than he was letting on, she and best friend Janeece arranged for him to be beaten-up by bully, Hadleigh Flynn until he confessed to driving the car when Hadleigh was threatening him with a knife. Later, Andrew Treneman showed Yasmin a letter that Donte had written in the cooler. It was then she realised that Donte did not intentionally "kill" Adam and that it was just an accident. She did not appear after the first series. At the end of Donte's trial, he received an 18-month suspended sentence and Yasmin told Donte on the way out of court that Adam wouldn't have wanted him sent to prison.

Zoe Ramsden

Zoe Ramsden was a 15-year-old student at Waterloo Road in 1x03. She arrived at the school heavily pregnant and demanded to see headmaster, Jack. She told Kim Campbell that she was the daughter of a the landlord of a pub where Jack used to drink. On meeting him, Zoe dropped the bombshell that he was the father of her baby, conceived after a drunken night and told him she wanted £10,000 from him in exchange for her keeping her mouth shut.

A shocked Jack was forced to come clean to Andrew about Zoe's blackmail threats and in the process revealed he thought she was at least 18, unaware she was actually 15. After Andrew convinced him not to give into her demands, Jack decided to resign, but later changed his mind. He then found out that the baby's real father was expelled former pupil Craig Harris, and when he saw Craig at the school gate he punched him, realising that Craig had come up with the idea of blackmail in revenge for his expulsion three years earlier.

Ahmed Patel

Ahmed Patel was a student in Series 1 who started a homework scam so he could make money through him being clever, particularly French and Maths, as he was desperate to help his family after his father was made redundant.

He started when Lewis Seddon and his cronies wanted to achieve A grades in their French coursework. This fell through when Ahmed told them to spell certain words incorrectly so Steph Haydock wouldn't tell they were copies. Lewis got a C grade which made him angry, beating up Ahmed and threatening him. This was furthered when he started working for Janeece Bryant and Lewis Seddon found out. This was the final straw for Lewis. He challenged Ahmed to a fight after school, when Ahmed fled.

Zak Walker

Zak Walker was a student at Waterloo Road in 1x05. Always late for school and never handing in homework, Zak was constantly in trouble and made a frequent enemy in Head of English, Grantly Budgen. Grantly was sure that Zak was taking drugs and described him to deputy head Andrew Treneman as a "little junkie".

After Zak fell asleep during Grantly's lesson, Andrew and Kim approached Zak about his apparent drug use and discovered he was taking caffeine tablets. He was sent to the cooler but later absconded and went home. Andrew was now convinced that Zak was a drug addict and would have to be expelled, but Kim rejected his opinion and thought a home visit to talk through Zak's problems would be best. When they arrived at his home they were shocked to discover that Zak was in fact trying to hide the secret that he had been caring for his mother who was suffering from Huntington's Disease, and his use of caffeine tablets had been to keep up his strength for school. Kim and Andrew promised Zak that they would help him that they would make sure they received the best help and support from then on.

Heather Davenport

Heather Davenport was an LEA Inspector in series 1. She and Jack seemed to have a sexual chemistry between them, but she turned her back of him at the end of series on guessing that he was interested in Steph Haydock instead. Heather, who made the decision to keep Waterloo Road open, was played by Anna Wilson-Jones.

Nigel Hinchcliffe

Nigel Hinchcliffe was the Chair of Governors at Waterloo Road. He headed various committee meetings called at the school including the disciplinary hearings of pupil Lewis Seddon in 1x08 (when they reduced his expulsion for sexual harassment of Kim Campbell to a 15-day suspension on the grounds that Kim had removed him from lessons "for reasons other than discipline") and later Jack Rimmer in 3x06.

He was also present for the Headteacher's post in 2x09 in which Jack went head to head with Lyndsey Woodham for the permanent job. He offered the job to Lyndsey Woodham, who rejected it after witnessing a violent outburst by pupil Dale Baxter, and then offering it to Jack on a permanent basis, which he accepted. He was succeeded as Chair of Governors by Ralph Mellor in at the end of the 2008 term.

Brian Vaisey

Brian Vaisey was the predeccessing headmaster of Jack Rimmer. We briefly see him having a nervous breakdown in the beginning of episode one; which resulted in the successing of Jack Rimmer.

It was later revealed that he was sectioned under the mental health act.

Series 2

Leigh-Ann Galloway

Leigh-Ann Galloway was a girl in Mika Grainger's sixth form class who, like her, wanted the attentions of the newly-arrived Brett Aspinall. In 2x01 She along with Mika was invited along to Brett's house, however after too much to drink she sneakily lifted Mika's top up and pictured it on her phone. She was then later expelled from the school when she was found the one responsible for the making of the Hate site of her ex-best friend Mika.

Courtney Walsh

Courtney Walsh was a student who made a brief appearance in 2x02, when she was seen being excluded by Andrew Treneman for being abusive to a teacher. She also was seen later in the second series when taking drugs in ballons from the seddons burger van.

Celine Dixon

Celine Dixon was a pupil who had a difficult time at Waterloo Road. Leigh-Ann Galloway roped Celine into her bid for an attack on Mika Grainger, but it turned out her heart wasn't really in it. She was forced to take a short sabbatical after being attacked by Kevin Hurst, the stepfather of pupil Maxine Barlow, who went on to attack Stacey Appleyard and at least two other young girls. In Series 3, she started dating Donte Charles.

Stacey Appleyard

Stacey Appleyard, played by Holliday Grainger was a student in Chlo Grainger's class who lived with her father after her mother abandoned her, causing Stacey to develop some boundary problems. She attempted to forge a relationship between her father and teacher Kim Campbell by wooing her in his name, and had attempted a similar tactic with a female colleague of her father's (the latter was not seen on screen). Earlier in the series, she had a massive crush on teacher, Tom Clarkson, who she mistakenly thought fancied her too. She arranged a sleep over with Chlo Grainger in order to get close to Tom and got into bed with him after he had gone to sleep. When Chlo and Mika shortly after walked into Tom's and Izzie's bedroom to let him know about Izzie's hospitalization they found Stacey in their mother's place. When Stacey leaked the story to Janeece Bryant as a "proof" of a relationship with Tom, Andrew recommended to suspend Tom during the following investigation. Tom manages to save his job and is found innocent of inappropriate conduct or sexually abusing a student. However his relationship with Izzie doesn't survive, who while believing in his innocence, is disappointed and furious at Tom deliberately keeping the incident at her own house, with her daughters involved, from her.

Kevin Hurst

Kevin Hurst was the boyfriend of Maxine Barlow's mother, Patti and working at the school's canteen. Loathed by both Maxine and Lewis Seddon, Kevin was revealed to be behind a series of sexual assaults on teenagers, attacking pupil Celine Dixon and later Stacey Appleyard. He was discovered by Lewis after a failed assault: he saw Kevin leaving the woods, behaving suspicously, moments after he had come upon distressed Stacey. Lewis was wrongly arrested as Stacey believed him to be her attacker. It was Maxine who proved Lewis' innocence after her mother gave Kevin a false alibi during a first investigation following Lewis' claims. She found an incriminating Balaclava used in the attacks when searching Kevin's bag and was shocked to learn she had been living with a serial rapist, not just a disliked stepfather. Kevin was arrested and Lewis released.

Patti Barlow

Patti Barlow was the mother of Maxine Barlow, and the girlfriend to the revealed sex attacker, Kevin Hurst. She lied about Kevin's whereabouts, giving him a false alibi after the final attack (where the victim was Stacey Appleyard), when the police came to the family home to investigate claims by original suspect Lewis Seddon of Kevin having been in the park as the assault took place. She shocked her daughter with deliberately offering a false alibi to someone who might be a violent sex-offender and verbally abusing Maxine when she outed Kevin as the culprit.

Russell Millen

Russell Millen, a retired police officer, was a student teacher who briefly worked at Waterloo Road. Much liked by Kim Campell who knew him in his former profession, she hero-worshipped him as a wonderful, competent officer. Having been injured when breaking up a domestic fight left him with a permanent limp and led to his career change. Russell, instantly disliked by Andrew Treneman due to Kim's regard and for being overzealous in demonstrating his teaching prowess, was overly keen to lead classes alone immediately and even bribed Grantly to get his chance. His inexperience showed though and the students immediately zeroed in on the disability and resulting insecurity and lack of threat he posed compared to his former role: he wavered wildly between lack of control over students and seriously intimidating them. Caught out by Treneman and facing further classes, the recovering alcoholic relapsed to cope. Drunk and having flash-backs caused by PTSD he attacked a bully with his rucksack full of vodka-bottles to save another pupil. Andrew Treneman witnessed the beating and the broken bottles and gave Russell a chance to resign before they had to fire him. Later he confessed his violent outburst to Kim though and that he had sustained his injury during the domestic while drunk, believing it could've been possibly prevented if he'd been sober. He decided to quit teaching as he was too dangerous in his present state.

Dale Baxter

Dale Baxter was thought to be a truant because of his many absences from school, and generally absconding. Jack Rimmer was forced by Andrew Treneman to phone the police about his record at school. As a result, his mother was arrested and Dale was taken in by a social worker to be assigned to foster care. He was forced to return to school the next day, supported by Kim Campbell

Lyndsey Woodham

Lyndsey Woodham was the rival candidate who competed against Jack Rimmer in the head of school vote. She was offered the job but she turned it down when she witnessed an altercation between Jack and Dale Baxter realising she wouldn't be able to cope in Waterloo Road School.

Jerry Preston

Jerry Preston was a prospective American investor into the school with an extremist religious agenda. He began teaching creationist Christian idologies to the students, offering bible studies, introducing creatonist "study" books claiming the earth was only 6.000 years old and literally made in 6 days. Successfully brainwashing students like Janeece, he encouraged book burnings and intolerance for other views and life styles. Secular or atheist teachers like Andrew Treneman were worried and brought the matter to Jack's attention, who blinded by the financial support extended, marginalized the danger, insisting it would sort out itself. The situation escalated when Preston used Lorna's memorial to publicly damn her for her suicide and a comatose due to drug-abuse student for their lack of faith. Treneman confronted him in a furious rebuttal that opened the indoctrinated students eyes and ousted a humiliated Preston.

Gemma Seddon

Gemma Seddon was the aunt of troublesome former pupil Lewis Seddon and the mother of Jed Seddon. She set up a burger van and placed it at the school gates, much to the dismay of headmaster Jack Rimmer, but was eventually arrested after Lewis reported her for drug dealing. Gemma also had a son Jed, who also dealt drugs and ended up killing teacher Izzie Redpath after she intervened with an argument between Jed and Jack.

Jed Seddon

Jed Seddon was the cousin of troublesome pupil Lewis Seddon and the son of burger van owner Gem Seddon. He also stabbed Izzie Redpath in the playground as she tried to save Jack Rimmer.

Siobhan Geary

Siobhan Geary was a student and fellow classmate of Chlo, Janeece, Maxine and Courtney who ended up in hospital after a drug overdose, after buying cocaine (hidden in balloons) from The Seddons' burger van.

Roger Aspinall

Roger was an investor at Waterloo Road school, where Jack Rimmer, and Kim Campbell were suspicious of his plans for the school. When Rimmer discovered that Roger's main source of income was pornography, he used this information to blackmail Aspinall into recommending him for the headteacher's position. As a school governor, Aspinall was ruthless and determined in his plans for the school, but made enemies in the process. Finding out that his son Brett had had a relationship with school secretary Davina Shackleton, he demanded her sacking, and Jack Rimmer finally lost patience and told him to leave.

Series 3

Candice Smilie

Candice Smilie is a Canteen Catering Assistant and a member of the Governors board. She is also the mother of pupil Bolton Smilie.

Dermott Langley

Dermott Langley is the abusive uncle of pupil Paul Langley. He had serious mental problems exacerbated by finding his sister's body after she committed suicide and being overwhelmed with caring for Paul. He was arrested when the abuse came to light.

Mrs Hill

In series 3 episode 3, when Janeece Bryant and Maxine Barlow con local residents with fake raffle tickets to finance the football team uniforms, Mrs Hill bought tickets for £10, and actually turned up for the non-existing draw. Upon learning of the scam she mobilized other angry buyers, forcing Jack Rimmer to hold a raffle - and donate his private luxury holiday tickets to Paris as a prize. In series 4 Mrs Hill attended Melissa Ryan's adult education class.

Ben McNulty

Ben McNulty was a year 11 student who was HIV positive. He was in a relationship with Danielle Harker but left the school after a number of students including Bolton Smilie and Lewis Seddon started bullying him over the fact he was HIV positive. His relationship with Danielle however continued, though he is not seen again.

Lucy Weller

Lucy Weller was a criminal who befriended Chlo Charles after she ran away from home. She made Chlo shoplift (for which she was arrested and cautioned by the police) and then tried to force her into prostitution with help of her boyfriend Shaun, only for Chlo's stepfather Tom Clarkson to track them down and save Chlo.

Sally Froggatt

Sally Froggatt was a pupil who only appeared in one episode. In the episode, Sally tried to escape from school after her younger brothers babysitter didn't show up. She is caught by Rachel Mason who sorts out the problem with her form tutor Matt Wilding, who had confiscated her mobile phone during the day.

Shahid Kapoor

Shahid Kapoor was a student at Waterloo Road and friend of Bolton Smilie, Paul Langley and Dominic Hammond. He first appeared in 3x08 when he was seen participating in the camping trip with other troublemakers. In 3x11 he also attended the prison visit, organised by Rachel and Matt. He later appeared in 3x17 and in 4x12 when he sold a ticket for a gig to Phillip Ryan and bought a sketch of himself from talented Karla.

Dominic Hammond

Dominic Hammond was a Year 10 student at Waterloo Road. A close friend of Bolton, Paul and Shaid, he attended both the camping and prison trips organised by Rachel to help unruly pupils. In 3x15 he featured in a minor plotline which saw him trying to figure out his sexual identity. He was last seen at the end of 3x20, watching with fellow pupils as fire fighters batteled to control the fire that had destroyed the school canteen.

Stuart Hordley

Stuart Hordley is a business man and constuctor who heard about Rachel's past from his secretary Tess Doyle. His company, Hordley Construction, was going under so he blackmailed Rachel into getting his company the contract to build the new training centre (episode 13). Stuart is also the cause of the fire in episode 20 as he threw his lit cigarette onto a garbage bag which then exploded due to gas leak in the canteen. It is unknown if Stuart survived the fire.

Shane Warwick

Shane Warwick was a student who was a victim of bully Michaela White who forced him to break into a car. The intervention by Jasmine Koreshi lead to her being suspended.

Gary White

Gary White is the father of troublesome Year 11 student Michaela White. He first appeared in 3x14 complaining to Rachel Mason about the fact that Jasmine Koreshi allegedly hit his daughter.

Susan Wilding

Susan Wilding was Matt Wilding's mother. Matt tried to hide the fact he was gay from her, but it transpired she had known all along. After this she left without saying bye.

Wilson Bingham

Wilson Bingham was a predatory supply teacher who featured in series 3 episodes 15&16. Janeece fell in love with him after he groomed her, including giving her inflated good grades.
