For declining a request, the instructions mention that {{subst:afc redirect}} should be used. While this is technically true, it should be clearly noted that it needs a parameter, or otherwise shows as created. I suggest to transclude the documentation, so that instead of

Substitute the template {{subst:afc redirect}} at the bottom of the section along with the reason (see that template's documentation for the available options). Add your own signature afterward with four tildes (~~~~).

it becomes

This template is for use on Wikipedia:Articles for creation/Redirects and categories when either approving or declining. Further usage instructions are below and on the editnotice for the page.
