This is a list of characters who appeared on The Powerpuff Girls, which aired on Cartoon Network.

The Powerpuff Girls

The Powerpuff Girls are a fictional trio of three super-powered kindergarten girls. Within the storyline, they were created using "sugar, spice, and everything nice," and an accidentally-added "Chemical X", which gave the girls superpowers and personalities corresponding to one of the above elements. The Powerpuff Girls lack noses, ears, fingers, and flat feet with toes, which most other characters on the show have. In "Whoopass Stew", they were all voiced by Jennifer Fried.

Blossom

Blossom (voiced by Cathy Cavadini) is "the smart one" and self-proclaimed leader of the Powerpuff Girls. Her personality is "everything nice," her signature color is pink, and she has long red hair with a huge red bow and a heart hair clip in the back. She was named for having spoken freely and honestly to the Professor shortly after her creation. She is often seen as the most mature, level-headed and composed member of the group, though she can be fussy, forgetful, overbearing, vain and overly analytical at times. She tends to "parent" Bubbles and Buttercup, and often tries to play peacemaker between the two if they fight (though she is very quick to argue with Buttercup). In the episode "Ice Sore", she showed the ability to blow icicles (and in the end of the episode, blow fire). However, even though Blossom said her ice breath was "all used up", she has been seen using it frequently in the later episodes. It has been shown that she can give into temptation as seen in the episode "A Very Special Blossom." She takes the role as the oldest sister of the girls. She is afraid of forgetting to study. Blossom's favorite food is spaghetti.

Bubbles

Bubbles (voiced by Tara Strong in the series and by Kath Soucie in the What-a-Cartoon! episodes) is "the cute one". Her personality is "sugar," her signature color is baby blue, and she has blond hair worn in pigtails. She was named for her cute and bubbly personality. She tends to act like the baby of the group. Her best friend is a stuffed octopus doll she calls "Octi". She exhibits the ability to both understand foreign languages (Japanese, Spanish) and communicate with various animals (cats, monsters, squirrels); however, the episodes "Super Zeroes" and "Nuthin' Special" illustrate that in the above respective languages she uses a word for word translation rather than the thought-for-thought method of people more fluent in foreign languages. She also shows the ability to emit a sonic scream (in the episode "Hot Air Buffoon"). She also can spit fire as seen in the episode 'Simian Says.' She will always stand up for (and cuddle with) animals except cockroaches, which she (along with her sisters) finds "icky". She displays and is defined by innocence, playfulness and gentle demeanor, having a tendency to be naive, ditzy, submissive, timid and sensitive. Bubbles' naivety has been used on two separate occasions by Him. In the episode "Octi Evil", Him transferred his voice through Bubbles' Octi doll, tricking her and through his advice, making Blossom and Buttercup fight, destabilizing the group. The other episode was in "All Chalked Up", where Him pretended to be a butterfly and transferred Bubbles to a magical world where her chalk drawings came to life. Letting her anger out by using the chalk, Bubbles accidentally created monsters that attacked the girls and their classmates, which were beaten when Bubbles used her anger in a positive way. At times can be dim-witted and a bit of a loud-mouth. She appears to have a slight crush on Boomer (In the episode "The Boys are Back in Town", the girls were going to kiss the boys to beat them and Bubbles automatically says "Oh, I want the blonde! I think he's cute!" (Her sisters thought Bubbles was weird after that). She takes the role as the youngest sister and is also the optimist of the girls.

Buttercup

Buttercup (Voiced by E.G. Daily) is the tomboy of the Powerpuff Girls. Her personality is "spice", her signature color is light green, and her hair is short and black in a flip. She frowned when the Professor named her simply because, like her previously-named sisters, hers "also starts with B". She can be hard to agree with to Bubbles and Blossom at times, but is the toughest fighter of the Powerpuff Girls, not only because of her "spice" side but because, as revealed in one episode, the reason why Buttercup tries her hardest to defeat whichever antagonists she must is because of her green blanket ("blankie"). Buttercup can be the most surly Powerpuff Girl at times, but is practically fearless, loyal, quick-witted and willing to fight. Buttercup can be selfish at times, as revealed in one episode when the Powerpuff Girls started working for silver dollar allowances and Buttercup became fascinated by silver dollars, but soon discovered that she could obtain more by knocking out criminals' teeth and leaving the teeth for the Tooth Fairy after accidentally knocking out one of Bubbles' teeth. However, when she beats up Mojo Jojo, Fuzzy Lumpkins, Him, and the Gangrene Gang just for their teeth to get silver dollars, when they are not committing any crimes, the tables are turned and the villains knock her teeth out after they set her up at the museum with help from Blossom and Bubbles. The silver dollars that she had obtained were used to cover her dental bills. She is shown to be fairly protective of her sisters, though, and will not hesitate to confront anybody who speaks badly of them, such as in the episode "The Boys Are Back In Town" when she unwittingly discovers the Rowdyruff Boys' weakness after hitting Butch, who was laughing at Bubbles after putting a slug down the back of her dress while in sort of an unconscious state. She is often reckless, but can be fairly witty at times, and she is frequently sarcastic. She takes the role as the middle child.

Citizens of Townsville

Professor Utonium

Professor Utonium (voiced by Tom Kane) is a brilliant scientist who works in his home in the suburbs of Townsville. A stereotypical scientist, his general attire is a white lab coat and black pants with pens tucked into the lab coat's breast pocket. The Professor once housed a chimpanzee named Jojo (later to become the girls' arch-enemy, Mojo Jojo ) as a lab assistant who proved to be reckless and destructive. Jojo pushed the Professor while he was stirring his Perfect Girl concoction, causing him to accidentally break through a glass containing the mysterious "Chemical X" which spilled into the formula, thus creating the Powerpuff Girls. The Professor is a genius in many fields of science, having shown knowledge in fields such as physics, chemistry, and biology as well as being a skilled inventor (inventing things such as a giant bipedal Powerpuff robot called the DyNaMo and a super suit that allowed him to fight crime with the girls). Aside from his role as a scientist, he acts as parent in The Powerpuff Girls' lives (doing things a father would normally perform, like preparing their school lunches or cheering up his "daughters" when they've been hurt). Although the girls address him as "Professor", when discussing the Prof with others, they refer to him as "our dad". The Professor can be odd, silly, clumsy, easily manipulated and over-protective at times, but still retains his caring father figure image. His catchphrase is "I made It!" which is seen in such episodes and specials "Uh Oh Dynamo" and "Powerpuff Girls Rule". In the initial seasons The Professor was seen with a tobacco pipe which was later dropped. In the episode "Town and Out", he pretended to like Citysville, and admitted he hated it when the girls told him that they did. Yes, the Professor did make the powerpuff girls.

Mayor of Townsville

Mayor of Townsville (a.k.a. Mayor) (voiced by Tom Kenny): The mayor of Townsville who is generally referred throughout only as "Mayor", although he is referred to as "Barney" by his wife in the episode "Boogie Frights". He is short and old with a fringe of white hair around a bald scalp, and a thick mustache. He wears a monocle over his left eye and a small top hat that floats just above his head. He also has a love for pickles. The Mayor is dimwitted but loves his city. The Mayor, in one episode, was having nightmares and so had the Powerpuff Girls try to help him in the dream through an invention of the Professor's. In the dream, the Mayor is tall, handsome, has hair and fights crime by himself. All the people of Townsville (even the women) have his old face and the buildings are made of pickles. The Mayor is very childish at times, such as in the episode "That's Not My Baby" where he complains in a childish voice to Miss Bellum, asking why they can't name Main Street after him. In the episode "Octi Gone", it was shown that he fought with Bubbles, wanting Octi for himself. In "Toast Of The Town", when the Professor wouldn't fix his toaster, the Mayor ate several cases of Chemical X and grew to an enormous height. Throwing his tantrum across the city, the Mayor finally agreed to take antidote X when the professor fixed his toaster. However, after he shrank, the Mayor was then stuck at the top of a skycraper.

The episode "Meat Fuzzy Lumpkins" featured a different Mayor who was younger and taller than the Mayor of the series. He was voiced by Jim Cummings.

Ms. Sara Bellum

Ms. Sara Bellum (voiced by Jennifer Martin): The Mayor's very competent, statuesque, and redhead right-hand assistant who often handles the things the Mayor can't. Her face is usually not revealed onscreen, but there have been exceptions to this in several episodes. In some cases, her face has been "shown", after having first been replaced by some alternate form (like in the episode "Monkey See, Doggie Do", where she was transformed into a dog, and in the episode "Something's a Ms.", where she was dressed like Sedusa and wore a Sedusa mask). In the 10th anniversary special of the show, "The Powerpuff Girls Rule!!!", half of her face (with hair still covering part of its right side) was actually shown for a fraction of a second. Most of the time when she is visible on screen, her face is either blocked by some obstruction, by her own hair, or by a camera position to omit everything from the neck up when her lower body is shown. This has sometimes led to her neck appearing abnormally long for a human. Other onscreen characters often claim that she is very beautiful, with the exception of the abrasive Talking Dog. She is named after the cerebellum, probably in reference to her job as the "brains" of the mayor's operation. She attended high school with Sedusa and Femme Fatale prior to the Powerpuff Girls' creation. She has also helped the girls defeat the Rowdyruff Boys in the episode "The Rowdyruff Boys", where she advised the girls to "instead of fighting, try being nice" (in other words, kiss them) to destroy them, which ended up working. She made a cameo in an episode of Chowder, in which she is implied to be the police chief's blind date.

Ms. Keane

Ms. Keane (voiced by Kath Soucie in the What-a-Cartoon! episodes and by Jennifer Hale in the series): The kindergarten teacher of Pokey Oaks Kindergarten. She wears an orange shirt, red vest, brown pants, and has short black hair and light blue eyes. She is patient, understanding and very protective of her students, making her a well-liked, motherly figure. She, once upon a time, fell in love with the Professor and went on a date with him in "Keen On Keane", but their passion was unfortunately short lived when the Professor found out that Ms. Keane had a cat, since he had a traumatic experience with one in a previous episode as it made him jump off a building.

It should be noted that although Ms. Keane is a kindergarten teacher, she is also incredibly smart. This was shown in the episode "Speed Demon" when she, prior to the girls' time travel, actually tried to figure out how the speed of a person throwing an apple could make said apple travel faster than the speed of light and thus being able to travel though time and space. Soon realizing that she is confusing the children, she returns to her normal state, and excuses herself. Ms. Keane also forbids any fighting in school even if there's a crisis taking place within it thus she convinces the girls that there are other ways to solve problems other than fighting as demonstrated in the episode "Schoolhouse Rocked".

Narrator

Narrator (voiced by Ernie Anderson in the What-a-Cartoon! episodes and by Tom Kenny in the series): The enthusiastic but unseen narrator, known for opening nearly every episode with "The city of Townsville!" and ending most of them with "So once again, the day is saved, thanks to... the Powerpuff Girls!" He will often comment on the proceedings of the episode, say things which happen to be hints about the plots of certain episodes, and frequently breaks the fourth wall. He is only seen at one point in the series (in the episode "A Made Up Story" he wakes up the mayor who is sleeping under the podium. Viewers see only his hand and part of his arm), though he is a person and not just a disembodied voice. He is also shown to be the only connection between the audience and the girls, as he can "talk" to both and even be involved, such as Mojo Jojo transforming him into a dog. In the episode "Simian Says", he is kidnapped by Mojo Jojo, who promptly takes his place as the episode begins, granting Mojo Jojo the power to narrate the story as he sees fit; the girls have no choice but to go along with the narrative until they accidentally find him dictating the story's events, suggesting that the Narrator has absolute power over the story, though he never seems to exercise it himself. In The Powerpuff Girls Movie, he creates the "Powerpuff Girls" title for the girls when they become the city's protectors. At the end of the episode "Criss Cross Crisis", he and Bubbles somehow switch voices.

Talking Dog

Talking Dog (voiced by Tom Kane): A small white dog with black ears and nose and a black spot on his back, wearing a red collar with a yellow dog tag. He mostly appears as a background character, but always has something to say. In the episode "Shut the Pup Up", he was taken in by the Girls when he became the sole witness to a mystery crime. When he stays with the girls he is shown to be blunt, abrasive and insulting in that episode, though his demeanor remains straightforward and earnest. In "Mo Linguish," he was the only one in the city whose English was good enough to reverse Mojo Jojo's language lessons. If one watches "The Powerpuff Girls Movie" before any other episode (since it serves as a prequel to the series), the first thing he says is "Thank you." which he says after the girls save the town from Mojo Jojo for the first time, and after Buttercup (reluctantly) takes the time to save him several times in a row. He is frequently abused in almost every appearance he makes, but, as a running gag, no one ever seems to regard his pain and simply ignore him. Most of the time these incidents are caused by the Powerpuff girls accidentally hitting him or crushing him under some object, or villains like Mojo Jojo doing something to him on purpose or by mistake (like pulling off his tail). The only time that the girls seemed to injure him deliberately was when Bubbles was attempting to be hardcore. Talking Dog was driving for some reason, and Bubbles ripped the roof off of his car and punched him repeatedly, sending him skidding on the road. In the episode, "The City of Frownsville", he seems to be adopted by (or at least visiting) the girls and Professor, although he hasn't made further appearances in their house after that. He is also shown to have a little anger over the girls as seen in "Documentary", where he was interviewed by Brian Larsen, he stated that the girls were boring and in "The Powerpuff Girls Rule" he was upset that the girls were fighting over who gets the key to the world as he walks by them saying "I have nothing to say.", although he still loves the girls.

Mitch Mitchelson

Mitchell "Mitch" Mitchelson (voiced by Tom Kenny): The bully at Pokey Oaks Kindergarten. Mitch has brownish hair, and wears a black T-shirt with the words “MITCH ROCKS” on the front. Usually talks in a gruff voice; he torments the kids in the class in a few episodes, though he is not a major threat (strange enough he was actually on Santa's nice list in the Fight Before Christmas). His laugh is almost the same as that of Popeye. He is Buttercup's close friend, according to Buttercup in her interview in the DVD features of The Powerpuff Girls Movie. For a brief time he hosted a short segment on Cartoon Network called "Mitch Rocks", where he looked at or watched various things and said whether they "rock" or don't. He lives in a trailer park with his grandma and owns a pet snake. In the episode "Gettin' Twiggy With It", he was allowed to take Twiggy, the class's pet hamster, home with him for the weekend. Mitch subsequently taped her into a remote-controlled car, nearly choked the hamster with treats, and finally, taped her to a remote controlled rocket that he then sent down the toilet, causing Twiggy to come into contact with radioactive waste and, upon reemerging, tried to eat him.

Elmer Sglue

Elmer Sglue (voiced by Dee Bradley Baker): A boy at Pokey Oaks kindergarten who liked to eat lots of glue, much to his classmates' disgust. When he unknowingly ate glue mixed with toxic waste, he mutated into a giant paste monster and created massive messes in a rampage all over Townsville, enraged from being teased by Buttercup earlier that day. The Powerpuff Girls tried as much as they could to stop the now-monstrous Elmer, but Blossom and Bubbles were both stuck to his chest and instantly lost in the battle, forcing Buttercup to say she was sorry for calling him a "paste eater". Elmer then finally calmed down and said, "Thanks, Buttercup. That's all I wanted." He eventually recovers from his mutations and is seen in his human form in later episodes. Elmer Sglue name is reference to the adhesive, Elmer's Glue.

Rainbow

Rainbow (voiced by Tom Kenny): Rainbow is a fun, cheery, and lovable clown who enjoys going to birthday parties for children, wearing very bright rainbow-colored tights, and singing "Happy Happy Birthday" to whoever's party it was. (He sang for a guy named Jim in the first season's "Mime for a Change".) However, after being doused with bleach gushing from a crashed truck, the chemical changes his outfit to black and white, and also negatively affects his brain, turning him into the color-draining super-villain Mr. Mime. Mr. Mime turns nearly all of the City of Townsville into a colorless world and the people absolutely mute, including Blossom and Buttercup, simply through contact. Bubbles is able to put everything back to its normal, colorful state through music with her and her sisters' hit song, "Love Makes the World Go Round", and Mr. Mime became Rainbow once again. Rainbow is beat up by the Powerpuff Girls and sent to jail, but is apparently released soon after and he later attended the Powerpuff Girls' birthday party, as seen in the episode "Birthday Bash".
