Newer editors will receive this permission temporarily for an event. Established editors involved with outreach may be granted access without expiration.
Editors who currently have account creator only for outreach purposes will usually have that permission removed when the event coordinator user group is granted.

User:Wugapodes

I would like to request rights either indefinitely or until the end of 2019. I and a number of other linguists are doing a campaign for the UN International Year of Indigenous Languages which will involve a number of in-person edit-a-thons (and a remote edit-a-thon which will not involve the use of this right given the policy on granting confirmed status). We're using the outreach dashboard (link to campaign) to organize and facilitate these programs, and it's my understanding that using the account creator through that tool requires EVC rights.
