Reference 5 is a dead link. The new version of the 1954 article is behind a registration wall.You have to give up an e-mail address to read past the first two paragraphs here:

I don't know how to fix this. Changing the dead link to the above does not lead to the first sentence of the Political campaigns section. I got a connection-timeout when I tried to register. The content is important, but is now unverifiable until https://secure.customersvc.com gets fixed.

Ordering of Offices

As structured, the article seems to give greater weight to D'Alesandro's time in Congress than as Mayor. This seems an odd decision especially as he, clearly, thought the latter position more important or he'd not have run for it and then resigned from the House having secured it.
