This is a non-free file that is being used in the infobox about the subject and to illustrate the Skiffle page in a way that I don't think meets NFCC 8. It is also blocking an image on Commons with this same file name, although I'm suspicious that that file is a copyvio I haven't immediately been able to find any evidence (would those who are better at image searches than I am take a look please) Thryduulf (talk) 21:22, 5 July 2013 (UTC)[reply]

On the biography article, it's just being used in the infbox as general identification rather than enhancing any specific encyclopaedic material. On the skiffle article it is being used just as an example of what a British skiffle artist looked like in the mid 20th Century, nothing specific to Donegan at all.
