Hi, Flalf! Yes, you are right, the link in reference #3 no longer works; I have a copy of that book, and can confirm that the Cape Horse is listed on page 105 as extinct. The FAO has reorganised its website, so references 1, 2 and 5 also no longer work; but if you go here, select South Africa and Horse, then go down the list till you get to Cape Horse, you'll find the same information. The people who call it Boerperd are the two breed associations, as described in the article. If you see mistakes here, do please point them out!
