Discussion on deletion for notability

I resurrected the article from a redirect loop which was aimed at United States House of Representatives elections in Indiana, 2010. User:Tarc, who was banned for political vandalism, had previously removed the entire article during the 2010 election, which Barry Welsh was participating in. I do think there is a discussion to be had regarding WP:POLITICIAN, but I wanted the article to be live before deleting.

Case for Deletion

1) Never actually held elective office.

2) Not currently (May 2017) running for office.

3) Was never a national political figure.

4) The article needs a LOT of work, and it may not be sufficiently valuable as a topic to invest effort in to bring it up to standards.

Case for Maintaining

1) 4-time candidate for a House of Representatives seat.

2) Significant local coverage.
