"Was blamed" or "has been blamed"?

I will look up the Tony Heathcote reference at some point, but it strikes me as odd that if, at the time these events took place (the losing of the Schwarnhorst and the destruction of PQ17), Dudley Pound was actually blamed for these failures at the time, since shortly before his death he was (amongst other honours) appointed to the Order of Merit - one of the very highest honours in the land. If blame has been attached by subsequent historians, the phrase used should be "he has been blamed", thus indicating the retrospective nature of the opinion. — Preceding unsigned comment added by Silas Maxfield (talkcontribs) 13:44, 15 January 2014 (UTC)[reply]
