The 1858 San Diego Hurricane was a very rare California hurricane. It is the only known tropical cyclone to impact California as a hurricane, although other systems impacted California as tropical storms.

"To impact" is not the same as "to make landfall?" Perhaps, if the eye of the hurricane had made landfall, then they would have described it differently. If only the periphery of the hurricane passed over San Diego, then it would make sense to say that it impacted San Diego but did not make landfall.
