Koman Coulibaly (born 4 July 1970) is a Malian football referee. He has been a full international referee for FIFA since 1999, and officiated his first international match on April 19, 2000, between Mali and Burkina Faso. Coulibaly is one of Mali's most experienced officials, having been selected for five Africa Cup of Nations tournaments and the 2010 FIFA World Cup.[1]

Early career

Coulibaly has a degree from Bamako's Faculté des Sciences Juridiques et Économiques, and is a financial enforcement inspector for the government of Mali.[2] He began his refereeing career in 1994 with the District de Bamako league, then for Ligue 1 championnat national, and was finally promoted as a Malian Football Federation official in 1999. [2] He is close friends with Mali's best known international basketball referee, the former football and basketball international, Moussa Ismaïla Touré.[3] Coubaily has courted controversy for some of his past decisions. Officiating Cameroon's final 2006 World Cup qualifier against Egypt on 8 October 2005,[4] Coulibaly ruled a disputed stoppage-time penalty against Egypt, while tied 1-1.[5] Cameroon did not convert the penalty, which would have taken them through to the finals.

African Cup of Nations

He was selected as a referee for the 2002 African Cup of Nations in Mali, the 2004 African Cup of Nations in Tunisia, the 2006 African Cup of Nations in Egypt, the 2008 African Cup of Nations in Ghana, and the 2010 African Cup of Nations in Angola.[6] Coulibaly officiated the final of the of 2010 African Cup of Nations between Ghana and Egypt.

2010 FIFA World Cup

Coulibaly was preselected as a referee for the 2010 FIFA World Cup in October 2008,[7] and was one of 32 referees selected for the tournament.[8] Coulibally was one of four African officials originally selected by FIFA to work the tournament.[9]

On June 18, 2010 Coulibaly took charge of the Group C match between the United States and Slovenia. After conceding two first half goals, the United States fought back to equalize and had scored an apparent third goal at the 86th minute to take the lead; however, Coulibaly disallowed the goal, which led to criticism from United States players and American sports media.[10][11][12][13] Commentators also expressed concern over other calls Coulibaly made in the match, such as a yellow card presented to Robbie Findley for a handball, while replays showed the ball bounced off Findley's face and upper shoulder.[14][15] Due to the potential influence of his decisions on the outcome of the match, FIFA has scheduled Coulibaly and expedited performance review.[16]

In addition, Slovenian media noticed that the referee did not show any cards when Clint Dempsey knocked down Zlatan Ljubijankič in the first minute, and injured Nejc Pečnik at the end of the match.[17][18] However, according to the Slovenian coach Matjaž Kek, the referee had no influence on the outcome of the match.[19]
