A by-election for the United Kingdom parliamentary constituency of Uxbridge and South Ruislip will occur on 20 July 2023, following the resignation of former Prime Minister Boris Johnson as a member of Parliament on 12 June.

Background

Uxbridge and South Ruislip is a seat in West London, part of the suburban sprawl of Greater London.[1] Suburbs in the constituency include Uxbridge, South Ruislip, Eastcote, Hillingdon and Yiewsley.

Johnson was first elected as an MP in 2001 for the seat of Henley. After leaving Parliament to focus on being Mayor of London, an office to which he was elected in 2008, he was elected as the MP for Uxbridge and South Ruislip in 2015. In 2019, he became leader of the Conservative Party and Prime Minister when he won the leadership election triggered by the resignation of Theresa May.

During the COVID-19 pandemic, a series of events at 10 Downing Street and elsewhere, some involving Johnson, occurred that were in breach of public health restrictions, which became known as Partygate. When news of these emerged in December 2021, they contributed to Johnson's downfall as Prime Minister in July 2022.

Johnson had, on several occasions, told the House of Commons that there were no breaches of COVID-19 regulations. He subsequently acknowledged that these statements were not true. An investigation by the Commons Privileges Committee was launched into whether Johnson had knowingly misled Parliament.

This investigation sent a draft report to Johnson on 8 June 2023. Reports speculated that it concluded that he had misled Parliament and recommended a suspension of more than 10 days. This would then have been voted on by the whole Commons. If passed by the Commons, this would have led to a recall petition, which, if successful, would have led to a by-election, in which Johnson could have stood.

On 9 June Johnson's resignation honours list was published after incumbent Prime Minister Rishi Sunak approved it.[2][3] Later the same day, Johnson announced his pending resignation from Parliament, in response to the Privileges Committee report. He was highly critical of the report.[4] His resignation became effective on 12 June. The writs for the by-election were moved, in Parliament, by Chief Whip Simon Hart on 14 June. The by-election must take place between 21 and 27 working days from the issuing of the writs, ergo between 13 and 21 July.[5] The Hillingdon Council later confirmed that the by-election would be taking place on 20 July.[6]

Candidates

On 15 June 2023, local councillor Steve Tuckwell was announced as the Conservative candidate in the by-election.[7] He is a member of Hillingdon London Borough Council for South Ruislip ward.[8]

Danny Beales, Camden Council's Cabinet Member for New Homes, Jobs and Community Investment,[9] and Labour's PPC for the constituency, will stand as the Labour candidate.[10][11]

Blaise Baquiche, a former civil servant, was the Liberal Democrats' prospective parliamentary candidate for the constituency,[12] and will stand as their candidate for seat in the by-election.[13]

Reclaim Party leader Laurence Fox has announced his intention to contest the seat.[14]

Steve Gardner will be the Social Democratic Party candidate for the seat in the by-election.[15]

Rebecca Jane, the deputy leader of UKIP, is also standing as a candidate.[16][better source needed]

Count Binface has also expressed intrest in standing as a candidate.

Campaign

Labour began campaigning the day after Johnson's resignation was announced, with Beales joined by Shadow Work and Pensions Secretary Jonathan Ashworth and Labour's campaign co-ordinator Shabana Mahmood,[17] speaking to press with assembled supporters before canvassing.[18] On 13 June, Labour Party National Campaign Coordinator Shabana Mahmood ruled out a Lib–Lab pact.[19] Lib Dem leader Sir Ed Davey had done the same on 10 June.[20]

Polling

One poll of the constituency was conducted in the days shortly before Boris Johnson's resignation by Lord Ashcroft Polls. The poll has been criticised by a journalist in The New Statesman for sampling issues, and allegedly under-representing the young.[21]
