What if they were not formally nominated?

I see several people in this list whose names were proposed as a cabinet member but who were dropped before they were formally nominated. Do they belong here? If so, the explanatory note at the top of the page needs to be revised, because it says "nominated". -- MelanieN (talk) 20:34, 2 August 2019 (UTC)[reply]
