Question

Is this category for those Cllrs who were elected in 2014 for a four-year term, or any Cllrs who were elected between 2014 and 2016? Obviously parts of England have local elections every year so there's many Councillors elected in 2015, 2016 and 2017 who don't necessarily fit - or do they?
