I quote WP:POLITICIAN: "The following are presumed to be notable: Politicians and judges who have held international, national or sub-national (statewide/provincewide) office, and members or former members of a national, state or provincial legislature." So it looks to me as if Argentine provincial deputies are inherently notable. Not disputing that this article could be improved, but it looks as if it passes the notability guideline already.
