Established in 1981, the Institute of Systems Science (Abbreviation: NUS-ISS; Chinese: 新加坡国立大学系统科学院) at the National University of Singapore develops digital talent for the industry through graduate education, professional development programmes, consultancy, applied research and career services. NUS-ISS is widely recognised as a champion of the national SkillsFuture movement, enabling a digital economy that is always learning and always leading.

NUS-ISS is appointed the National Continuing Education & Training (CET) Institute (NCI) for the National Infocomm Competency Framework (NICF) by SkillsFuture Singapore (SSG) and the Infocomm Media Development Authority of Singapore (IMDA).

The institute is accredited by international and local accreditation, and certification bodies to deliver programmes that lead to recognised certifications and qualifications. It also conducts research, organises management, technology and innovation update seminars, and provides consulting services to the industry. The Singapore e-Government Leadership Centre (eGL) in NUS-ISS helps government leaders to innovate and transform through e-Government education, and consulting and research. The Smart Health Leadership Centre in NUS-ISS builds relevant capabilities through integrated training & mentorship, stimulates cross-industry collaboration and co-creation, and generates applied research-driven insights to advance opportunities for a smarter health future.

To date, over 130,000 infocomm professionals, 7,100 corporate customers and 5,900 post-graduate alumni members have benefitted from NUS-ISS’s suite of services. Its programmes are delivered by NUS-ISS staff with an average of more than 20 years of industry experience.

History

Founding

In the 1980s, when the world was on the verge of high-technology industrialisation, Singapore discovered that it had only 900 IT professionals in the whole country. The country needed at least 700 technology professionals a year, but the university was only graduating 40 per year.[citation needed]

Focusing on graduate IT education, as part of Singapore's National IT Plan, NUS-ISS was tasked by the Committee for National Computerisation (CNC) to be the pinnacle of manpower training in information technology. This initiative was led by Dr Tony Tan, then Chairman of the CNC and Ministry for Trade and Industry (the seventh President of Singapore 2011 to 2017), and Mr Philip Yeo, the first Chairman of the National Computer Board, who established a group tasked to lead the technological development of Singapore.

With the support of IBM Singapore, a four-year partnership with NUS was secured to guide the development and growth of the Institute. The Institute of Systems Science was officially founded in 1981.

Foray into research and development

NUS-ISS ventured into large-scale Research & Development activities in 1985, securing yet another 4-year partnership with IBM Singapore for their support in developing NUS-ISS’s applied research capability. Later on, the NUS-ISS R&D Group spearheaded SingaLab in 1992, Imagine Lab (later renamed Pixaround.com) in 1996, and Star+Globe Technologies (later acquired by Languageware.net and renamed Wholetree.com) in 1997. In 1998, to consolidate R&D efforts in Singapore, the NUS-ISS R&D arm was merged with the NCB Information Technology Institute and renamed the Kent Ridge Digital Labs.

Postgraduate programmes

It launched its very first programme – the Graduate Diploma in Systems Analysis[1] – in 1981. Later on, it launched the Graduate Diploma in Knowledge Engineering in 1989, and the Graduate Diploma in Software Engineering in 1993. The Master of Technology in Software Engineering and Knowledge Engineering programmes[2] were launched in 1996, together with the NUS School of Computing and School of Engineering. In 2013, it launched the Master of Technology in Enterprise Business Analytics[3] programme together with NUS.

Accreditations and certifications

In 1995, NUS-ISS received the ISO 9001 certification for training and consultancy.

In 1999, NUS-ISS was appointed the course and examination authority of the Certified IT Project Management programme by Singapore Computer Society.

In 2000, NUS-ISS launched the Virtual Institute, an e-learning platform, which was funded by Ministry of Manpower. In 2003, it launched more certifications with industry partners such as Microsoft (Diploma in certifying web services professionals), Ernst & Young (Infocomm Security), Siemens & Sybase (Mobile & Wireless Solution Architect) and Sun Microsystems (Web Services in J2EE).

In 2008, NUS-ISS became the first Infocomm Continuing Education and Training Centre (CET) for the Singapore Workforce Development Agency.

In 2009, NUS-ISS was commissioned by the Association of Information Security Professionals as the course and examination authority of the AiSP Qualified Information Security Professional programme.

In 2011, NUS-ISS was awarded the WSQ Distinguished Partner award for outstanding contribution in the development and promotion of Workforce Skills Qualifications (WSQ) programmes.

In 2014, it was awarded the National Continuing Education Training Institute status by WDA.

In 2017, it achieved the ISO 29990:2010 certification.

Singapore e-Government Leadership Centre

In 2006, the Singapore e-Government Leadership Centre (eGL) was set up in collaboration with Lee Kuan Yew School of Public Policy and Infocomm Development Authority of Singapore.

In 2010, NUS-ISS co-organised a regional Cyber Security conference with the National Defense University, USA.

In 2012, NUS-ISS collaborated with IBM, and with the support of IDA and WDA, to set up the Enterprise Social Business Centre of Excellence.

Graduate programmes

The Institute of Systems Science (NUS-ISS) at the National University of Singapore (NUS) offers a suite of practice-based programmes to help infocomm professionals innovate in their careers and develop competencies to implement methodologies, processes and best practices. All graduate programmes lead to the award of a qualification by NUS.

The Graduate Diploma in Systems Analysis programme is designed for non-IT graduates intending to craft a new career path in the IT industry. IT graduates who recognise the need to equip themselves with the latest IT knowledge and skills, and who wish to advance their careers in their current fields will also benefit from the programme.

Since its inception in 1981, the full-time programme has produced IT professionals in positions such as Systems Analyst, Systems Programmer, IT Consultant, Application Engineer and Web Developer.

The Graduate Diploma in Systems Analysis programme is also now available as a Stackable Graduate Certificate Programme in Digital Solutions Development.

The Master of Technology Programme offers master's degrees in Software Engineering, Enterprise Business Analytics, Intelligent Systems (previously known as Knowledge Engineering) and Digital Leadership. These master's degrees emphasise on techniques and technology, as well as internationally recognised methodologies. The MTech programme is available full-time or part-time and allows IT professionals with the opportunity to develop their capabilities and advance their career.


  • Master of Technology (Software Engineering) Programme

The MTech (SE) programme is designed to meet the industry demand for software engineers who can help Singapore organisations to realise the smart nation initiatives through building robust, reliable and scalable software systems. It highlights the skills required for architecting scalable, secure and smart systems and platforms. The focus will also be exploitation of software technologies, methodologies and management techniques. It focuses on the practical and systematic construction of software systems, using innovative and state-of-the-art techniques.

The MTech (SE) programme is also available as Stackable Graduate Certificate Programme in Smart Systems & Platforms.

  • Master of Technology (Intelligent Systems) Programme

The MTech (IS) programme focuses on the concepts, techniques and methods of Intelligent Systems, and their application to the development of data analytics applications. Graduates from this programme are able to solve business problems with Intelligent Systems concepts, techniques and methods, as well as lead the development of Intelligent Systems using existing tools and techniques.

The MTech (IS) programme is also available as Stackable Graduate Certificate Programme in Artificial Intelligence.

  • Master of Technology (Enterprise Business Analytics) Programme

The MTech (EBAC) programme is specifically designed to meet the industry demand for data scientists who can help organisations achieve improved business outcomes through data insights and prepares students for specialist, expert and leadership roles. Graduates of the programme are capable of discovering insights from data, analysing sales channels and applying concepts and techniques to solve major business problems.

The MTech (EBAC) programme is also available as Stackable Graduate Certificate Programme in Data Science.

  • Master of Technology (Digital Leadership) Programme

The Master of Technology in Digital Leadership programme (MTech DL) is best suited for experienced business managers and leaders with digital portfolio management responsibilities who want to further build their career as a digital leader. It is also relevant to current digital leaders who wish to build an academic foundation to effectively innovate, lead and execute digital transformation for their organisation.

The National University of Singapore, Institute of Systems Science appointed is the National Continuing Education & Training (CET) Institute for the National Infocomm Competency Framework (NICF) by SkillsFuture Singapore (SSG) and the Infocomm Media Development Authority of Singapore (IMDA) also launches its new Stackable Certificate Programmes that provide alternative pathway for continuing education. The series consist of certificates that can be stacked towards earning a graduate certificate and subsequently the graduate diploma or a master's degree.

NUS-ISS conducts executive education programmes for infocomm professionals to stay relevant with technological trends in the competitive business landscape. Some of the programmes are accredited by the National Infocomm Competency Framework (NICF), and [1] and are co-funded by Skillsfuture Singapore.

Consulting services

The nature of NUS-ISS's consulting services has been strongly influenced by its tradition in education. It seeks to achieve specific results for client organisations, to ensure that they take ownership of the results, are able to fully utilise and integrate the results in subsequent phases of work, and preferably be able to carry out similar work in future independently. NUS-ISS is unique in its ability to offer a blend of customised education and facilitative consulting to achieve these ends.

NUS-ISS provides a suite of career services, including Career Fairs, to better equip full-time graduate students and displaced NICF executive education participants on career development and planning skills. The intent is to enhance employability in the digital industry.

Professional Conversion Programme

Launched in 2016, Professional Conversion Programmes (PCP) are targeted at helping Professionals, Managers and Executives (PMEs) undergo skills conversion and secure new jobs in different industries. These individuals will be given opportunities to re-skill themselves and obtain the necessary knowledge and competencies to take on new jobs in a different industry. NUS-ISS PCPs include a practicum after being hired by employers so that individuals can utilise the training to contribute effectively in their job. This enhances the individual’s competencies and confidence as they have the necessary skills to take on new roles and responsibilities.

NUS-ISS offers Professional Conversion Programmes (PCPs) for Data Analysts and Full Stack Software Developers.

Professional Diploma in Smart Health Leadership

The Professional Diploma in Smart Health Leadership, offered by the Smart Health Leadership Centre at the National University of Singapore’s Institute of Systems Science (NUS-ISS), incorporates experiential training to build key skills for health sector transformation. This programme is designed for staff across the entire care continuum, to enable them to understand the role that data, technology, and innovation can play in organisational or care model transformation.
