Julien Anfruns is a French administrator who has been the Director General of the International Council of Museums (ICOM) since 2008.[1] He is also the President of the International Committee of the Blue Shield (ICBS) which is concerned with protecting the cultural heritage of the world.

Biography

Julien Anfruns was educated at the Institute of Political Sciences (Institut d'Études Politiques de Paris), Paris, the French National School of Administration (École nationale d'administration, ENA) and EDHEC Business School. Julien Anfruns was the Director of Administration, Financial and Legal Affairs at the Louvre Museum (Musée du Louvre) between 2005-2008, where he was involved in the strategic development of the Louvre both in France and abroad. Before that he was at the French Ministry of Culture and Communication in charge of Economic and Financial affairs (2002-2005). Previously he also occupied several diplomatic posts at the United Nations in New York, as well as in Finland and Estonia. Concurrently since 2002, Julien Anfruns has taught at the Institute of Political Sciences of Paris, where he teaches Cultural Economy. He is also a board member of the Business Management International Advisory Board of Edhec Business School, and a trustee at the board of the European Museum Forum.

International Council of Museums (ICOM)

The International Council of Museums works for society and its development. It is committed to ensuring the conservation and protection of cultural goods. ICOM is officially associated with multilateral international conventions on heritage. A diplomatic forum consisting of 137 countries and territories, it gathers international professionals renowned for their contribution to culture. With almost 30,000 members, ICOM is a unique professional network of institutions and museum professionals. ICOM brings together museum experts to discuss various museum-related themes. ICOM's 31 International Committees conduct advanced research in their respective fields for the benefit of the museum community. They discuss and reflect on museum-and heritage-related issues. ICOM sets standards for museums in design, management and collections organisation. The ICOM Code of Ethics for Museums is a source of reference for the global museum community. It establishes minimum standards for professional practices and achievements for museums and their employees. By joining ICOM, each member is committed to respecting this code.

ICOM carries out its international missions thanks to international mandates in association with partners such as UNESCO, INTERPOL and the World Customs Organization (WCO). ICOM's missions include:

  • Fighting the illicit traffic of cultural goods
  • Risk management
  • Culture and knowledge promotion
  • Protection of tangible and intangible heritage

The Director General is the permanent operational head of ICOM as C.E.O. of the organisation.[2] He is also spokesperson for the organisation and for the world museum community when addressing institutions, external organisations and civil society. Therefore, Julien Anfruns’ missions are to federate museum professionals in order to establish ICOM’s reputation, status and visibility in the international sphere, to secure financial support from state partners as well as private patrons and to strengthen ICOM’s efficiency in order to increase and promote the services and programmes implemented within the organisation.

22nd General Conference in Shanghai in 2010

Julien Anfruns inaugurated ICOM’s Pavilion “Museums, Heart of the City” at the World Expo organised between 1 May and 31 October 2010 in Shanghai (Expo 2010), China. For the first time in its history ICOM was part of the World Expo representing the global museum community and the challenges it has to confront. ICOM’s 22nd General Conference took place in Shanghai from 7 to 12 November, at the end of the World Expo.[3] During this event, several prominent guests were welcomed such as former president of France, Jacques Chirac, as well as former president of Mali, Alpha Oumar Konaré.[4]

International Committee of the Blue Shield (ICBS)

Following the World War II, UNESCO adopted the Hague Convention (1954) which created rules to protect cultural goods during armed conflicts. This Convention was the first international treaty aimed at protecting Cultural heritage in the context of war and which highlighted the concept of Common heritage. The International Committee of the Blue Shield (ICBS) incorporates museums and archives, audiovisual supports, libraries, and monuments and sites. It brings together the knowledge, experience and international networks of the following non-governmental organisations dealing with cultural heritage: ICA, International Council on Archives, ICOM, International Council of Museums, IFLA, International Federation of Library Associations and Institutions, ICOMOS, International Council on Monuments and Sites and CCAAA, Coordinating Council of Audiovisual Archives Associations. Julien Anfruns was elected President of the International Committee of the Blue Shield (ICBS) in 2009.
