Liberty is a small borough in Tioga County, Pennsylvania, in the United States. The population was 249 at the 2010 census.[3]

Liberty is located at 41°33′30″N 77°6′14″W / 41.55833°N 77.10389°W (41.558446, -77.103839).[4]
According to the United States Census Bureau, the borough has a total area of 0.5 square miles (1.3 km2), all of it land.

As of the census[6] of 2010, there were 249 people, 93 households, and 85 families residing in the borough.[3] The population density was 446.5 people per square mile (170.8/km2). There were 95 housing units at an average density of 184.4/sq mi (70.5/km2). The racial makeup of the borough was 99.13% White, and 0.87% from two or more races. Hispanic or Latino of any race were 0.87% of the population.
There were 88 households, out of which 42.0% had children under the age of 18 living with them, 56.8% were married couples living together, 10.2% had a female householder with no husband present, and 30.7% were non-families. 27.3% of all households were made up of individuals, and 9.1% had someone living alone who was 65 years of age or older. The average household size was 2.61 and the average family size was 3.13.
In the borough the population was spread out, with 31.3% under the age of 18, 9.6% from 18 to 24, 28.7% from 25 to 44, 18.7% from 45 to 64, and 11.7% who were 65 years of age or older. The median age was 32 years. For every 100 females there were 101.8 males. For every 100 females age 18 and over, there were 97.5 males.
The median income for a household in the borough was $39,219, and the median income for a family was $38,542. Males had a median income of $27,813 versus $19,688 for females. The per capita income for the borough was $17,690. About 4.9% of families and 9.8% of the population were below the poverty line, including 13.6% of those under the age of eighteen and none of those 65 or over.
Education
Residents of Liberty may attend the local, public schools operated by Southern Tioga School District which provides full day kindergarten through 12th grade. In 2015, the Southern Tioga School District's enrollment declined to 1,803 students.[8] In 2010, Southern Tioga School District enrollment was 2,067 pupils.[9] Southern Tioga School District operates five schools: North Penn-Liberty High School (7th-12th), North Penn-Mansfield High School (7th-12th), Blossburg Elementary School (K-6th), and Liberty Elementary School (K-6th) and Warren Miller Elementary School grades (K-6th). In 2015, Southern Tioga School District’s graduation rate was 86%.[10]
In 2015, the Pittsburgh Business Times ranked Southern Tioga School District 353rd out of 493 public schools for academic achievement of its pupils.[11] In 2012, Southern Tioga School District declined remained in Warning Adequate Yearly Progress (AYP) due to the lagging academic achievement.[12] This was the second year the District was in warning AYP status.
Liberty residents may also apply to attend any of the Commonwealth's 14 public cyber charter schools (in 2013) at no additional cost to the parents. The resident’s public school district is required to pay the charter school and cyber charter school tuition for residents who attend these public schools.[13][14] The tuition rate that Southern Tioga School District must pay was $8,037.45 in 2012. By Commonwealth law, if the District provides transportation for its own students, then the District must provide transportation to any school that lies within 10 miles of its borders. Residents may also seek admission for their school aged child to any other public school district. When accepted for admission, the student's parents are responsible for paying an annual tuition fee set by the Pennsylvania Department of Education.
BLaST (Bradford, Lycoming, Sullivan, Tioga) Intermediate Unit #17 provides a wide variety of services to children living in its region which includes Township. Early screening, special education services, speech and hearing therapy, autistic support, preschool classes and many other services like driver education are available. Services for children during the preschool years are provided without cost to their families when the child is determined to meet eligibility requirements. Intermediate units receive taxpayer funding: through subsidies paid by member school districts; through direct charges to users for some services; through the successful application for state and federal competitive grants and through private grants.[15]
Mansfield University of Pennsylvania is a public university located in neighboring Mansfield, Pennsylvania. It is one of the 14 state universities that make up the Pennsylvania State System of Higher Education (PASSHE).
Community members have access to the Potter-Tioga County Public Library System which is headquartered at the Coudersport, Pennsylvania. Through it Pennsylvania residents have access to all POWER Library [1] online resources. Township residents may also use the Knoxville Public Library, Knoxville, Elkland Area Community Library, Green Free Library in Wellsboro, Mansfield Free Public Library, and the Blossburg Memorial Library.
