The Municipal Corporation Chandigarh (MCC) also known as Chandigarh Municipal Corporation is the civic body that governs the planned city of Chandigarh, the capital of Punjab and Haryana.[2][3][4]
The Municipal Corporation of Chandigarh came into being in the Union Territory of Chandigarh under the Punjab Municipal Corporation Act, 1976, as extended to the Union Territory, Chandigarh by the Punjab Municipal Corporation Law (Extension to Chandigarh) Act, 1994 (Act No. 45 of 1994), with effect from 24th Day of May, 1994.
As per provision contained in Section 47of the aforesaid Act Sh. M.P. Tyagi, I.A.S. was appointed as first Commissioner of the Corporation w.e.f. 19.5.1995 and thereafter and Sh. S.K. Gathwal, I.A.S. replaced him w.e.f. 8.7.1996. The said commissioners continued to exercise the powers to discharge the functions of the Municipal Corporation, until 23.12.1996 (i.e. is the day the first meeting of the elected body of the Corporation was held.[5]
Currently the Post of Mayor is held by Dvesh Moudgil since January 2018. He succeeded Asha Kumari Jaswal as Mayor.
Composition
The Corporation is composed of the following members,
(i) | Member to be directly elected, representing wards : | 26 |
(ii) | Members with voting rights to be nominated by the Administrator, from amongst the persons who are eminent of distinguished in public affairs or those who have special knowledge or practical experience in respect of municipal administration. | 9 |
(iii) | The Member of the House of the people representing the constituency which comprises wholly or partly, the Municipal Area, with the right the vote. (Member of Parliament from Chandigarh) | 1 |
Administration
The main responsibility to run the administration of Municipal Corporation is that of an executive officer who is designated as Commissioner of Corporation. The Commissioner is appointed by the government and he is a senior government official.
The Commissioner has the responsibility to run the administration by implementing the decisions taken by the Municipal Corporation. He prepares annual budget of the Municipal Corporation, gets it passed from the Corporation and implements it. All the personnel of the Municipal Corporation work under his supervision and control.[6]
Current Municipal Commissioner of Municipal Corporation Chandigarh is Sh. B Purushartha, IAS.
