I have a lot of first-hand experience encountering this in the course of my own work. For example, I try to make changes to software code that was given to me, and I subsequently discover that its initially perplexing structure can only be explained by the designers having been seized by a desire to make their code impenetrable to everyone except themselves (ostensibly to protect their jobs...thus giving a form of "vendor lock-in"). undo
