These data points are found in this source. However, the graph presented makes a mistake: their data points are shown for one fiscal year are actually for the following fiscal year. This can be demonstrated by comparing the table with the graph: the numbers on the graph appear one year earlier than on the table. Checking the sources for these datapoints in more recent budget articles will reveal that this graph indeed shows the correct data, but one year early.
