What is the POV issue

Well, it does not say the reason why the people were disconnected from the electricity grid: they failed to pay the bills.
It also does not say the reason why they were not reconnected to the electricity grid: they did not wanted to pay for that. That's why everything was settled when Becali said he'd pay for the bills...

I agree that the article is not yet complete and may thus have a systemic bias in it. It is a draft version. For this reason, I encourage everyone to contribute with more information or to correct existing problems (remember, Wikipedia is a collaborative effort :) ). As to the reconnection to the grid: I read in an article (I think it was in Evenimentul Zilei) that they had offered to pay, and that Electrica was OK with reconnecting them, but the Sector 5 local council had not approved their reconnection. I gather that there is a bit of a fight over the content of this right now. Separately from the matter of the facts (which I do not claim to know): DI.goe's version is in places rather poor English.
