The document seems to have been deliberately negative.

Most of the stories about killing civilians and claiming it as an enemy are claims made by groups that intentionally degrade the Korean military. To make matters worse, the writer who wrote only the cruel aspects of the Korean army in the document did something similar in other joint military documents related to the Vietnam War.
