Confusing Sentence - needs re-write?

I came here looking for information rather than looking to edit and I'm reluctant to re-write this myself without knowing exactly what was meant but... "The 5 October 2013 arrests made international news, hossein rajabian an Iranian filmmaker and his brother's mehdi rajabian a musician, leading to report of Ahmed Shaheed, the United Nations Special Rapporteur for Human Rights in Iran, cited them in his list of political prisoners at the time.[23]" Would it be better as "The arrests in Iran on 5 October 2013 of Iranian filmmaker Hossein Rajabian and his brother, musician Mehdi Rajabian, made international news.
