what Pettersson's music has to do with anything at all in this context I'm not sure. In 1966, the time in question in this quote, Pettersson had already finished his 6th symphony (begun 1963, according to score)- a commission from Swedish Radio, which deserves noting in context- and was embarking on his 7th (1966-67). (Neither of which is tonal even though they end on, and often use, common chords. Tonality involves tonal progressions, which are largely absent in much of Pettersson's music (or much of Debussy's very different-sounding work which also is not tonal...), afaik (which has nothing to do, one way or the other, with coherence. Coherence it seems to me to have plenty of. As to Eliasson's, I've only heard a work or two of his - harpsichord and strings Disegno, one other- and not recently, so I can't say...)
