You are correct to change links from grey to red, for the reason you state. In any case, the list of 30 was very outdated - there were 36 districts prior to the creation of Pangandaran Regency, whose creation has reduced Ciamis Regency to 26. Best source for this list is Biro Pusat Statistik, the official website of the Indonesian government which lists all populations (I have added these Census totals in).
The section entitled "Tourist Destinations" deals exclusively with sites that are no longer in Ciamis Regency; they all lie in Pangandaran Regency, and I have therefore moved that section to the appropriate page for Pangandaran Regency. Rif Winfield (talk) 16:54, 12 September 2013 (UTC)[reply]
