I hope this page is informative. The reason to quote so much from the bill is that since Pepper v Hart the intentions of Parliament can be assessed in courts, to understand what the effect of legislation should be. Here is a founding piece of legislation for UK labour rights, and some very useful statements on what it was meant to do (especially the fact that the word "employee" and "worker" is used interchangeably).
