Operating company?

In the oil industry, an "operating company" is someone that operates an oil or gas field. Traditionally this means an oil company, or a company hired to do this. DOF doesn't do this, it provides services to the operators. Instead, I think DOF should be called a "service company" [user Marzolian, not logged in]
