The award claims to be the largest short story prize in the world which is parroted by the press. If it was English-language only I would not question it and state so un-categorically in the article, but there are 10s of thousands of literary awards in the world, most are unknown to English speakers, and many of them are very rich indeed in parts of Asia. See List of the world's richest literary prizes for a sample of the largest (and this list is woefully incomplete). Thus I re-framed it as "claims to be" in the article, which I know is irritating language, but in this case I think it's justified since we really don't know if it's the largest.
