I'm a person speaking German-Russian ;-)
And I think the interpretation of Arbeits´слёзы is a bit wrong, it doesn't mean unemployment pay, it means unemployed people. Because the German word for unemployed people is 'Arbeitlose' and as a russian you would prounce it a bit softer and it would sound like 'Arbeitslöse' or 'Arbeitslyoze'.
