The name of the article appears inconsistent with its contents

The article is named after the Governor Phillip Tower, but is about the whole block, or development. Its entirety is dedicated not just to the aforementioned tower, but the Governor Macquarie tower, the Sydney Museum, and the first Government House, all of which occupy the block. Perhaps the article should be renamed to match the whole of its contents and subjectmatter?
