Preemption changes

In what way are NFA weapons restricted in VA if the only requirement to own an SBS, SBR, or suppressor. is adhering to the NFA, or at most, in the case of automatics, registering them? The only argument might be for the limited restrictions on AOWs, but that is at best a "partial", not a blanket "yes", and AOWs make up a very small proportion of NFA items.
