Declaration stone of the 1818 Devon election?

I came across the following stone at Rosemoor_Garden in Devon. It appears to be some sort of declaration of the result of the 1818 Devon Parliamentary Election, which was won by Lord Ebrington. It includes an interesting prologue of a selected history of the county and some choice descriptions of his opponents!

I think it would be an interesting addition to the Hugh Fortescue page, but I don't know how best to tie it in to the format of the page. Can anybody advise?
