Liaobei Province[edit]

At present the article does not make much sense when discussing the 'de jure' and 'de facto' capitals, since both are under PRC jurisdiction and have been since the establishment of the PRC in 1949. Before then, the communists controlled parts of the region. For example, the "Liaobei First Special Administration Huinan (遼北一專署輝南)" was established in part of Liaobei in February 1946, with the capital of Chaoyang Town (朝陽鎮) with subsidiary local governments in Huinan (輝南) (Huinan town and Chaoyang Town are both in modern Huinan County in Tonghua prefecture), Hailong (海竜, later written 海龍), Dongfeng County (東豐), Panshi (磐石) in Jilin City, Shanchengzhen (山城鎮) and Yitong County (伊通縣, now Yitong Manchu Autonomous County). The nearby city of Liaoyuan was fiercely contested until the communists finally took the city in 1947. The first commissioner of the area was Wei Zhenwu (魏震五).
