Criteria for classic rogues gallery

I am setting a criteria for inclusion of a villain in Classic rogues gallery list as

He should have appeare for the first time in a Dhruva solo title.
He should have made atleast 5 appearances in titles related to Dhruva.
He should not be a character that makes regular appearances in any other Raj comics superhero titles.
