Source for numbering

Do we have a reliable source to support individual numbering for each story? As can be seen at https://web.archive.org/web/20161102080704/http://www.treehousetv.com/clocal_schedule/nojs/20161102/eastern it is called episode 12 for Family Tree(Time) and Fast Track combined, rather than episodes 26/27.

Even more concerning is for Cheese Chase and Runaway Rex. As can be seen at https://web.archive.org/web/20161102081733/http://www.treehousetv.com/clocal_schedule/nojs/20161103/eastern they are being collectively aired as episode 13 yet on this table they aren't even together, CC listed as 29 and RR as 31, with Aussie Animals shoved in the middle.

Zebra Scouts at 28 and Acting Up at 52 is even stranger because as you can see they are being collectively called episode 14: https://web.archive.org/web/20161102081944/http://www.treehousetv.com/clocal_schedule/nojs/20161104/eastern

Did these originally air separately in their country of origin and then just get randomly paired up or something?

Which distributor has assigned the individual numbering?
