Years don't make sense[edit]

Did Saskatoon used to schedule its municipal elections on New Year's Eve? That's the only way I can see one mayor's tenure ending on one year and the next mayor starting on the next year, as seems to be the case with most of the mayors listed here. According to the source linked in the article, until 1976 the new mayor and council were sworn in at the first meeting of the new year, so until then terms more or less fit the calendar year. Since then they've been sworn in at the first meeting following the election (which typically happens in the fall), so that terms now overlap.
