Lock-Up also exists in the DC comics continuity. I'd add this, but I really don't know much about him other than that he was given control of Blackgate Prison by Batman during the No Man's Land storyline to keep the prisoners in line. Appearance in Robin

The website which says Lock Up appeared in Robin #23 is wrong. It's part one of a two-part story and Lock Up only appears in the second part.
