¿Tomás Confesor?

Hi. The article on former Interior Secretary under Osmeña, Tomás Confesor claims that he served as Mayor of Manila right after WWII. Can someone verify this? If he was not a Manila mayor, there's a good chance that he served as City of Greater Manila mayor after León Guinto. But i couldn't find a reliable source for it.
