Article removal?

The article as-is is clearly promotional and very poorly written. I don't know how to fix it, and no one else has done so, so it seems to me like deleting the article is the best option. Unfortunately I'm quite new and don't know how to go about this, and surely an IP editor cannot unilaterally delete a page, so I come here in hopes of bringing this to someone's attention.
