I've talked with the AHRC and they believe that this is their work, but they're double checking. However I also note that it looks like it was taken from here (web archived version), where it's clearly marked as the Commission's own work. I would, however, recommend that Orthogonal1 replace the footnotes with links to the specific sources in question since they're linked to on the AHRC's website but not on the Wikipedia article, so this could be confusing to anyone looking for footnote sourcing.
