Salvagable?

This article is clearly a mess, but is it salvagable? I don't see an ISBN number here or anything and a Google search turns up zero results for this book. It certainly doesn't seem notable at this stage, but it's possible that the author translated the name of the book from another language and did so in a non-standard way.
