This Oregon Encyclopedia article about the 1903 Olmsted report that was the foundation for Portland's park system is worth referencing. It seems to me a very superficial overview -- there is much deeper history to uncover here, I think mainly in Tillman Mische's implementation of various aspects of this plan -- but this would be a good start.
