Proposal to merge with Preparedness controversy

- Citizendium was pretty good source (it's now largely inactive) and I was one of the authors. see Citizendium and Wikipedia:We aren't Citizendium. The porting here of text was part of a long-term Wikipedia project. see Wikipedia:WikiProject Citizendium Porting Wiki's Copyright rules require the notice that portions were copied.
